新北市二手市集為增加商品多元化，規畫以兩周為一期，每期一主題，指本期主題為議員二手物，由新北市議員劉美芳、王淑慧、李婉鈺、林國春及曾煥嘉等熱心提供，包括衣服、包包、襪子、電器用品等，所有議員的二手物所得，會持續累積至農曆過年前，透過社會局轉介，全數捐出於公益團體。

經發局長葉惠青指出，今年7月首次選在公有零售市場舉辦二手市集活動，提出「安心買賣、價錢公開、售後保證」三大承諾，以及舒適、整潔與安全購物環境，成功在板橋黃石市場建構起「新北市二手市集」品牌，並帶動當地發展，活絡市場交易，更延續舊物價值，讓有限資源無限流動。且強調明年元旦市場處成立後，會尋求各種方式活化在地市場。

經發局強調，過去二手物給人標示不清、品質不良等疑慮，如今特別推出售後保證卡，有賣家簽名保證物品來源，物品售出7日內除人為因素外，功能無法正常運作，可進行退換貨，但功能正常就不退貨，增進民眾選購意願。
