關說案二審 張通榮不認罪

基隆市長張通榮涉嫌關說縱放人犯案，一審以教唆縱放人犯和妨害公務罪判刑一年八個月，緩刑五年，全案上訴後，台灣高等法院今天下午首度傳喚張通榮到庭。張通榮堅稱無罪，但受命法官表示，本合議庭慣例，除非被告獲得被害人原諒、達成和解並且認罪，才會判緩刑。換句話說，若張通榮沒有做到以上三個條件，高院未來又認定他有罪，張通榮可能會面臨被關命運。

張通榮被控在前年九月間，替一名疑似酒駕、不配合警方酒測而被帶回警局調查的廖姓婦人關說，員警拒絕配合，張通榮竟拍桌痛罵，以職務要脅員警放人。基隆地院日前宣告張通榮緩刑五年。張通榮自認無罪，檢方認為緩刑無理，雙雙提出上訴。
